Is Azerbaijan safe for travelers?
Azerbaijan is one of the safer countries in the region. Violent crime against tourists is rare, and Baku in particular feels calm and orderly, even late at night. Most issues travelers face are minor: overpriced taxis, pushy bazaar vendors, and the occasional pickpocket in crowded spots.
The country is secular and generally relaxed, but it is also conservative in places. Dress modestly when visiting mosques (cover shoulders and knees; women should bring a scarf), and ask before photographing people.
Common scams to watch for
- Unmetered taxis. Many street taxis have no meter. Agree a price first, or use the Bolt app, which is cheap and reliable in Baku.
- Tea-house / bar bills. A friendly local invites you for drinks, then a huge bill appears. Politely decline invitations from strangers near nightlife areas.
- Currency confusion. Azerbaijan uses the manat (AZN). Count change carefully and avoid changing money on the street.
- Carpet and souvenir markups. At the Old City (Icherisheher) bazaars, the first price is negotiable. Haggle calmly and walk away if needed.
Areas to be careful
- Nagorno-Karabakh and nearby border regions can have landmines and military restrictions. Do not travel there independently.
- The Armenian border is closed and sensitive; do not approach it.
- In Baku at night, the seafront Boulevard and Fountains Square are safe and busy. Stick to lit, populated streets and keep valuables out of sight.
A practical note: if you have an Armenian visa or stamp, expect extra questions at the border. Carry your passport at all times, as police occasionally check ID.

- Tap water is best avoided; buy bottled water (around 0.50 AZN).
- Traffic is fast and assertive, so cross roads carefully and use crossings.
- Pharmacies ("aptek") are common and well stocked.
